Texas Department of Criminal Justice has adopted a validation process that requires offender friends & family members to register their landline phone numbers prior to the offender being allowed to make calls. This helps in providing public safety and protecting victims of crime. Texas Department of Criminal Justice has contracted with CenturyLink Public Communications, Inc. to provide calling services to the offenders at the facilities of the TDCJ. You can also register a postpaid cell phone. However prepaid cell phones are not allowed.


In order to receive calls from an offender, the Texas Department of Criminal Justice (TDCJ) facility requires that you register and meet the following requirements:

  • You are the registered owner of the phone that will receive calls from the offender
  • You will allow offender calls to this phone
  • The phone is not a cell phone. If you want to register a post-paid cell phone, you MUST call 1 866-806-7804.Only cell phones with “post-paid” billing arrangements will be allowed.
  • You are at least 18 years old
  • You will not forward calls or make 3-way calls received from the offender

Cell Phone Registration

There are four ways to register a cell phone:

  • Registration can be done through FAX. Fax to:  1.844.252.6280
  • Registration can be done through EMAIL at TDCJENRL@centurylink.com
  • You can register through MAIL at the below address:

  • Call the Enrollment Center at 1.866.806.7804. The representative will call your cell phone provider with you on the line to verify ownership of the account and confirm that the cell phone is not pre-paid.

Calling Plans

The Texas Offender Telephone System allows eligible offenders to make paid telephone calls to friends and family members. Several different calling programs are available:

  • Direct-Collect Billed – You accept the call charges when the offender calls you. You will receive a monthly invoice detailing your calls.
  • Friends & Family Prepaid – Telephone number owner prepays for service. Once the account has been established, anyone can fund the account.
  • Offender Telephone – You can fund the Offender’s Telephone account. Funds can be used to call anyone.

Refunds are available for Offender Telephone Accounts with a balance of $3.51 or more since there is a processing fee of $3.50 to provide the refund.
