Pacific Telephone Company offers services for inmates to keep in contact with friends and relatives. They provide services for inmates who wish to remain in touch with people who are not living in the area or region in which the prison is located.
When you order service from Pacific Telephone Company, an FX or foreign exchange phone number is installed on the family or friend’s existing home line. The number then becomes a local number to the facility where the inmate is being held. There are no changes made at the subscriber end so you can receive other calls on the home phone just like before.
When the Inmate wishes to call home, the inmate simply calls the new (FX) local telephone number instead of your existing number, using his (PAC) Personal Access Code issued to him by BOP. When calling the (FX) number, the inmate is charged a local call Origination Fee of $0.06 per minute by the BOP Inmate Telephone System.
All security concerns are looked after, as the call is routed through the SIS monitoring facility. The call is recorded just like other calls made from the prison and thus adheres to the requirements of the Bureau of Prisons Program Statement 5264. It then goes to the phone company’s central office in the locality, which provides the phone service to the jail.
Pacific Telecom Interexchange (ICX) then receives the call from the local phone company at the Network Access Point and this is then connected to ITB’s channelized network trunking system. This is done by using the major exchange access carrier transmission reaching the Network Hub Points of Pacific Telecom, which are nearest in location to the home of the subscriber.
The call is then routed from the Network HUB via regular telephone lines to the switch network access point connected to the local phone companies central office, and rings on the (FX) line installed on the local number in subscriber’s home.

Charges for calls
There is a network termination fee payable to Pacific Telephone when a family member or friend of the inmate subscribes to this type of FX number from them. The amount can be as low as $0.06 per minute, depending on the duration of the call. A 15 minute phone call, for example, is charged at the rate of $0.12 per minute for a total call cost of $1.80. This is much lower than the cost of a call through BOP, which is $0.23 per minute and $3.45 for the same 15 minute call. If the subscriber has a prepaid account, $1.25 is charged for each FXTN or FX telephone number in addition to the 6 cents per minute for usage when the call is completed.
Any phone system can have an FX number installed, including cell phones, PCS telephone, home and office phones. In case of Pacific Telephone Company, there is no minimum usage and the remaining extra minutes at the end of the month can be used in the next month.
Long distance rates per minute calls are undoubtedly cheapest in Pacific Telephone Company when compared with Securus or GTL Prison or Jail telephone system.
The registration number of the Pacific Telephone Company is Reg. No. #1110 in the CAPUC, State of California Public Utilities Commission. Tariffs are collected by the Federal Communications Commission, and the Registration Number is FRN019494061. Such tariffs are made compulsory by the FCC Universal Service Fund and also according to E911 regulations. The numbers that are offered by Pacific Telephone Company can also be configured in order to serve long distance dialing so that any number anywhere in the world can be accessed by inmates with globally outbound numbers.
